They are being treated like commodities, like some kind of waste, that they cannot build something better to better themselves and their families. These kids and their communities are being made a gift by the US government to turn around their lives and their own country. Since they are being turned back into white men just because of their ethnicity and ethnicity alone, we should assume there was an explicit plan to work in government.
